New section allowing “tree wraps” under Section 3.18 LANDSCAPING:
e. Tree Protection – Trunk Wraps
- No physical protection barriers allowed for perennials, grasses, ground cover, shrubs, or other vegetation. Property owners are encouraged to utilize non-barrier options such as liquids or sprays and motion sensor sprinklers that may work to warn off wildlife.
- Continuous trunk wrap physical protection barriers are the only form of physical protection barrier that is allowed for individual trees other than those noted in Sections 3.18c & 3.18d, above. Each physical protection barrier shall fully cover the entire diameter of the trunk of the tree. Each continuous trunk wrap physical protection barrier shall be installed and maintained as per Items 3-6 noted below and in accordance with Section 4.02 of the Sunriver Rules & Regulations.
- The continuous trunk wrap physical protection barrier material must be either dark brown, dark green, or black in color. Any items used to secure it in place, such as zip ties must also be one of these colors.
- Each continuous trunk wrap physical protection barrier shall not to exceed 5′ in height from the ground.
- No electrified barriers of any kind allowed.
- Design Committee approval is required for the installation of any physical protection barrier(s) (per the rules defined in this section) for any trees not listed in Appendix F of this Manual.
The good news is that this addition allows tree wraps. The obvious flaw is that white wraps are not allowed for the more-or-less white Aspen and Birch trunks.

This is a perfect example of the Design Committee’s “over-specifying.” There’s no need for a limit on color because a) no producer is manufacturing fluorescent orange tree wrap; and, even if that were available, no Sunriver homeowner would be likely to use it; and, even if some owner did use it, the result would hardly be catastrophic.
RECOMMENDATION: Eliminate the color restrictions. Alternatively, add “White” as a permitted color.
