Based on a formal letter from the Sunriver Design Committee Chair, it is now established that not only trees, but also shrubs and flowers can be protected with fencing. I sent the following email confirming this point. (Jacki Bue is the Community Development Department Manager, responsible for enforcement of the Design Manual rules.)

Please see the attached letter on “Sunriver Owners Association / Community Development * Natural Resources” letterhead, which I received on April 18, 2026, from Charlie Meyer, Design Committee Chair.
Mr. Meyer unequivocally resolved the pending interpretation of the following Design Committee Manual sections, with respect to “other plants grow[ing] within a physical, protection barrier around a tree.”
3.18.c.1 Only trees are allowed to be protected with a physical barrier, as noted per this section. No physical protection barriers allowed for perennials, grasses, ground cover, shrubs, or other vegetation. Property owners are encouraged to utilize non-barrier options such as liquids or sprays and motion sensor sprinklers that may work to warn off wildlife from grazing.

Mr. Meyer stated:
“2. Physical protection barriers are defined in Section 3.18, size, material, location and number. If other plants grow within a physical protection barrier around a tree, they can enjoy the use of a tree’s physical protection barrier. It would take too many reams of paper to cover all the myriads of possible tree groupings and physical protection barrier configurations. If owners have questions regarding groupings such as aspens planted by mother nature, contact SROA staff with questions and/or proposals.” (Highlight added)
I wanted to ensure that CDD enforcement personnel were fully aware of this interpretation.
